Originally Scalby and the surrounding area was served by SCALBY URBAN DISTRICT COUNCIL from 1902 (Chairman, George Hampton and Clerk, John Tickle) to 1974 (Chairman, Eric P Legg and Clerk, Freddie Drabble).
Following the Local Government Reorganisation in 1974 SCALBY URBAN DISTRICT COUNCIL was disbanded and absorbed into Scarborough Borough Council.
At the same time NEWBY and SCALBY PARISH COUNCIL came into being under the Chairmanship of F Clark with F Mellor as Parish Clerk. It covers the Civil Parish of Newby & Scalby which is divided into two wards – Newby ward and Scalby ward.
The Parish Council meets monthly on the second WEDNESDAY of the month. Meetings begin at 7pm. There is a Public Open Forum near the beginning of the meeting where parishioners are welcome to speak on any matter which is giving them concern and is relevant to the parish.
